14 CFR 39.19 in plain English

  • Propose the specific actions you would take instead, or a different compliance time.
  • Send it to your principal inspector, who forwards it with comments to the manager of the office named in the AD. You may copy the manager at the same time.
  • Without a principal inspector, as most Part 91 owners are, send it straight to that manager.
  • You may not use the alternative until the manager approves it.

Common questions

Who is the manager identified in the AD?
Each AD names the FAA office responsible for it, usually near the end of the AD under the heading on alternative methods of compliance, with a contact.
Can I use an AMOC someone else got approved?
Some AMOCs are approved globally for everyone; many are approved for one aircraft or operator only. Check the approval letter's scope before relying on it.

Official text of 14 CFR 39.19

§ 39.19 May I address the unsafe condition in a way other than that set out in the airworthiness directive?. Verbatim from the eCFR, current as of October 15, 2026.

Yes, anyone may propose to FAA an alternative method of compliance or a change in the compliance time, if the proposal provides an acceptable level of safety. Unless FAA authorizes otherwise, send your proposal to your principal inspector. Include the specific actions you are proposing to address the unsafe condition. The principal inspector may add comments and will send your request to the manager of the office identified in the airworthiness directive (manager). You may send a copy to the manager at the same time you send it to the principal inspector. If you do not have a principal inspector send your proposal directly to the manager. You may use the alternative you propose only if the manager approves it.
